Arizona State Capitol, Phoenix (September, 2002)

 
The grounds were well-decorated considering it is in the middle of a desert.  Plenty of the plants (palms, Saguaro, etc) reflected the desert environment, yet grass was still around and very greened up, which helped the appearance of the grounds.  Statues and memorials abound and are well designed and in good condition.

One of the overshadowing office buildings I mentioned is right behind the dome and statue pictured here.  The statue is actually the goddess Liberty (now called Winged Victory.)  Click here for a closer shot.
